Your sales pipeline is already in WhatsApp

A Dubai Marina brokerage, Thursday evening. One agent has dozens of open WhatsApp chats on his own phone, many of them portal and website leads. He resigns on Sunday, and the chats leave with him.

For most Dubai businesses the CRM problem isn’t the CRM. Leads arrive and get worked on WhatsApp, outside any system, so nobody can see response times, reassign a lead or keep it when someone leaves. Implementation here starts by getting WhatsApp inside the CRM.

That takes three things:

  • The WhatsApp Business Platform, not the phone app. The free app lives on one handset. The Platform (the API version) connects to HubSpot, Zoho and Salesforce and logs every message against the contact.
  • Templates written before launch. You can reply freely within 24 hours of a customer’s last message. After that, WhatsApp’s rules only allow Meta-approved templates, so viewing reminders, appointment confirmations and quote follow-ups get written in English and Arabic and approved up front.
  • Opt-in captured at the source. WhatsApp requires permission before you message people outside that window, so forms need a consent line the CRM stores.

Routing rules for brokers, agencies and clinics

Routing decides who gets a lead and how fast. In Dubai the right rule depends on the business: brokerages route by listing or community, clinics by department and language, service agencies by service line and account owner. Every rule needs a fallback, because a lead left unassigned on a Friday afternoon is one a competitor answers first.

HubSpot, Zoho or Salesforce?

There’s no single right CRM for Dubai. The choice comes down to how many people will use it, how central WhatsApp is, whether your data must stay in the UAE, and who will look after the system once it’s live.

Hosting. Zoho opened data centres in Dubai and Abu Dhabi in January 2026, and Zoho CRM runs from them. Salesforce runs its Hyperforce infrastructure in the UAE. HubSpot hosts in the US, the EU, Canada and Australia. For a clinic, that alone can settle the decision.

WhatsApp. All three connect to the WhatsApp Business Platform. HubSpot’s built-in WhatsApp channel sits on its higher-tier plans, which matters if WhatsApp is the reason you’re buying.

Who runs it. HubSpot is quickest for a small marketing-led team to pick up, Salesforce pays off for larger sales operations with an in-house admin, and Zoho sits between them.

PDPL, DIFC and patient records

Most Dubai companies, on the mainland and in most free zones, fall under the UAE’s Personal Data Protection Law, Federal Decree-Law No. 45 of 2021. DIFC companies follow the DIFC Data Protection Law instead, and ADGM and Dubai Healthcare City have their own rules. Your CRM should reflect whichever applies before the first lead goes in.

In practice we set up:

  • a record of where each contact came from and what they agreed to;
  • a one-click stop for anyone who objects to direct marketing, a right the PDPL gives them;
  • role-based access, so a new agent can’t export the whole database;
  • retention rules that delete dead leads on schedule.

Clinics need one more layer. Patient information is health data, and the UAE’s health data law (Federal Law No. 2 of 2019) keeps it inside the country except where the health authorities allow, which points clinics toward UAE-hosted options. We aren’t lawyers; we build the setup your legal adviser signs off.

One database, two scripts

Dubai CRMs fill up with duplicates because the same person turns up as Mohammed, Muhammad and Mohamed, sometimes in Arabic script as well. We make the mobile number, stored in full international format, the main matching key, since WhatsApp identifies people by it anyway. A preferred-language field then decides whether reminders and follow-ups go out in English or Arabic.

Name fields accept Arabic, templates render right to left, and reports split contacts by language, so managers can see whether Arabic-speaking leads get answered as fast as English ones.

It depends on how you sell. Zoho CRM suits cost-conscious teams and now offers UAE hosting. HubSpot is quick for a marketing-led team to adopt. Salesforce fits larger sales operations with someone to administer it. We compare them against your actual pipeline before recommending one.

Can I connect WhatsApp to my CRM in the UAE?

Yes, through the WhatsApp Business Platform, the API version of WhatsApp. HubSpot, Zoho and Salesforce all connect to it, natively or through a connector. The free WhatsApp Business app on a phone isn't built for a shared team inbox or CRM logging.

Does my CRM data have to be stored in the UAE?

For most businesses, not automatically, though cross-border transfers come with conditions. Patient information is different: UAE health data law keeps it inside the country except where the health authorities allow. Zoho and Salesforce both offer UAE hosting. We're a DIFC company. Does the UAE PDPL apply to us?
