Who buys in Abu Dhabi, and why that changes the marketing
Abu Dhabi is the UAE’s capital and home to state-owned groups like ADNOC, Mubadala and ADQ. Those groups, the emirate’s government departments, and the hospitals, universities and developers around them all buy services, and a long chain of contractors and suppliers sells to them.
Those buyers don’t pick a supplier from a Maps pack. Suppliers register on the Abu Dhabi Government Procurement Gate run by the Department of Government Enablement, and many tenders weigh an In-Country Value (ICV) certificate, a programme ADNOC started in 2018 and later unified with the Department of Economic Development. Marketing’s job here is to make sure that when an engineer or procurement officer looks you up before the RFQ goes out, what they find is clear, current and in both languages.
Consumer demand is real too: families in Khalifa City and Mohammed Bin Zayed City, residents on Al Reem, visitors on Yas and Saadiyat. It behaves differently, and one plan for both usually serves neither.
Mainland, ADGM or a free zone
Where your company holds its licence shapes what you can say and to whom. Mainland companies are licensed by ADDED through TAMM, the emirate’s government services platform. ADGM, on Al Maryah Island and now Al Reem Island, has its own courts, its own financial regulator (the FSRA) and its own data protection regulations. Then there are the specialist zones. Masdar City licenses clean energy, sustainability and technology firms. Each implies a different buyer and keyword set, so licensing is one of our first questions.
Permits that come before the campaign
Several Abu Dhabi sectors can’t advertise on impulse:
- Healthcare. The Department of Health regulates health advertising, and facilities log their ads through TAMM; offers also need an ADDED advertising licence.
- Property. Every listing needs an ADREC Madhmoun permit issued through DARI.
- Retail promotions. Discounts, sales and seasonal offers need ADDED permits, also issued through TAMM.
- Paid social. Creators promoting your products need the UAE Media Council’s advertiser permit.

One emirate, several local markets
Abu Dhabi city sits on an island joined to the mainland by bridges, with Al Reem, Al Maryah, Saadiyat and Yas around it and suburbs like Khalifa City and Shakhbout City inland. Musaffah is its own industrial world. Al Ain is a separate city with its own customers, and Al Dhafra in the west takes in the industrial town of Ruwais. Someone searching on Yas sees different results from someone in Al Khalidiyah, and a business that serves only one of these areas shouldn’t pay to reach all of them.

Do you have an office in Abu Dhabi?
No. Our team works from Dubai and runs Abu Dhabi projects remotely, over video calls, shared dashboards and WhatsApp, the same way we work with clients across the Gulf. HAMAC, a swimwear and resort wear boutique that sells in Dubai and Abu Dhabi, is one example: we built its e-commerce store and run its SEO.
Can you market a company licensed in ADGM?
Yes. ADGM firms on Al Maryah Island, and on Al Reem Island since ADGM's jurisdiction was extended there in 2023, operate under ADGM's own rules, including its Data Protection Regulations 2021. Firms regulated by the FSRA also face restrictions on financial promotions, so we plan ads and landing pages with your compliance team.
Do I need a permit to advertise property in Abu Dhabi?
Yes. Since 7 July 2025, property advertisements in the emirate need a Madhmoun permit from the Abu Dhabi Real Estate Centre (ADREC), applied for through the DARI platform by a registered broker with the owner's approval. We build listing pages and campaigns that carry the permit details.
Is marketing in Abu Dhabi different from marketing in Dubai?
In a few important ways. Abu Dhabi has a deep layer of government and semi-government buyers, from the emirate's departments to ADNOC and Mubadala, so supplier marketing leans on credibility: Arabic content, procurement registration, ICV certification and references. Districts are also more spread out, which changes local search.
Should our marketing be in Arabic as well as English?
For most Abu Dhabi businesses, yes. Government entities publish in Arabic first, many family-owned groups prefer it, and Arabic searchers use different phrasing from English ones. We research and write both versions separately rather than translating one into the other.
