Why Riyadh buyers search in Arabic first
Measure Riyadh by English keywords and it looks like a small market. It isn’t. English searches for agencies, web design and apps are thin here; the Arabic versions carry the demand. A facilities manager in Al Sulimaniyah looking for a cleaning contractor types شركة نظافة بالرياض, not “cleaning company Riyadh”.
So we treat Arabic as its own market. Saudi searchers mostly write Modern Standard Arabic, slip into Najdi words for everyday services, and spell one term several ways (with or without ال, ending in ة or ه). English still matters for B2B buyers in KAFD and expat-facing services, so we build bilingual sites with Arabic as the default.
Licences, headquarters and who you’re selling to
How your company is set up shapes your marketing. A foreign company needs a licence from the Ministry of Investment (MISA). Commercial registrations run through the Saudi Business Center at business.sa. Smaller firms can draw on Monsha’at, the SME authority headquartered in Riyadh.
Then there’s the Regional Headquarters programme, run by MISA with the Royal Commission for Riyadh City. Since 1 January 2024, multinationals that want Saudi government contracts generally need their regional HQ in the Kingdom. That Saudi entity needs its own Arabic site and search presence, written for Saudi procurement teams rather than copied from the global site.
Rules that reach into a Saudi website
Several Saudi regulations affect what your site has to show and how it handles data:
- The E-Commerce Law (Royal Decree M/126, 2019) requires an online store to display the seller’s name and address and, where registered, the commercial registration number. It also covers sellers outside the Kingdom who sell to Saudi consumers.
- E-store authentication, formerly Maroof, now sits on the Saudi Business Center’s platform.
- ZATCA’s Fatoora e-invoicing turns each order into an e-invoice with a QR code, and Phase 2 connects invoicing systems to ZATCA directly, wave by wave.
- The Personal Data Protection Law, enforced by SDAIA since 14 September 2024, governs your forms, cookies, CRM and any transfer of customer data outside Saudi Arabia.

A city of districts, ring roads and now a metro
Riyadh is spread out, and people buy near where they live or work. A clinic in Al Olaya competes for different searchers than one in Al Malqa, where Anas Ibn Malik Road is lined with cafés. The Diplomatic Quarter in the west has embassies and expat families; KAFD is offices and corporate buyers.
The Riyadh Metro opened in December 2024. Picture a buyer reading your site on the Blue Line on the way to a meeting at KAFD. That calls for mobile pages that load quickly, a Google Business Profile that ranks in the right districts, and ads targeted by area rather than “all of Riyadh”.

No. Our team works from Dubai and serves Riyadh clients remotely, over video calls, WhatsApp and shared reports. Dubai is one hour ahead of Riyadh, so most of the working week overlaps. Our Saudi work so far is SEO and websites for hospitality brands in Jeddah and the wider Kingdom.
Should our marketing in Riyadh be in Arabic or English?
For most consumer and SME audiences, Arabic first. English search volume in Saudi Arabia is thin for most services, and Arabic searches carry the demand. English still matters if you sell to multinationals, to expat households, or to procurement teams in KAFD, so most Riyadh businesses need both, researched separately.

Do we need permission to advertise online in Saudi Arabia?
Sometimes. Property ads need a FAL licence from the Real Estate General Authority, health products supervised by the SFDA need its approval before they're advertised, and paid influencer content needs a Mawthooq licence from the General Authority for Media Regulation.
